I've uploaded a short note on market exclusion as promised. It's based on the insurance model from OR chapter 6.1.
To solve an infinite horizon model with uncertainty and incomplete markets is beyond the scope of this course and my mistake today was to believe I had a simple fix. The insurance model make the same points clear.
