Answer one of the following two questions:
- Explain the emergence of “protection of civilians” as an objective in contemporary military operations. What are the main challenges regarding its implementation?
- Since the end of the Cold War, Western military forces have increasingly been involved in intra-state conflicts. Describe the key characteristics of these “new wars”, and discuss their impact on civil-military relationships.
